Do you guys know a web service that alllows an admin to post information onto a web and depending on the user, some can read it and some cant. thankyou.

What, specifically, do you mean by "web service"? How would the user be authenticated? What you describe could be done using wiki software, or forum software, or a number of other software categories.

a web service like a service, like moodle, where there is no code needed. where you pay for a specific number of users and you use their platform

So you don't want build or host it yourself, but instead buy a hosted solution. OK. But that still doesn't tell us what kind of software (and what kinds of capabilities) you're looking for.

I am looking for a portal in which my investors have a username and password and where I can choose which type of investor can see determined information or not. information whic I post as if i were a blog

A blog where you can create user groups ... or maybe posts that are in different categories, with each user having access to particular categories? The latter sounds like it would be easier to implement - but I still can't think of a solution off the top of my head. Let's move it to General Computing forum, where more general questions are discussed.
 
Don't get me started about those stupid light bulbs.
