Yes, we can say that. We could also say that it takes 80 hours or 8000 hours, or whatever we want to say. For an article that purports to discuss how such a number would be arrived at, to just pull it out of thin air like that, is completely bogus. I'm guessing this is supposed to be advertising for a development shop, but I, for one, would have no trust in estimates from a company that emits such dishonest articles.
