Go to Server Configuration and check if the "Enable Administration Console"
is checked.
You can open the server configuration by double clicking on the server in the Servers console.

I don't recall Websphere 4 having a web application for administration. I always had to go to the server and run the administration application there.

It may not be set to port 9090, it depends on the settings you use when you installed the server and/or set up the profile.
