Is 4.1 the latest release dor WAS? Which IDE is
the best tool to work with it? Visual Age?

The lastest version of WAS is Technology for Developers which is available for download at this link http://www7b.software.ibm.com/wsdd/downloads/wstechnology_tech_preview.html.
Try it and learn new things.

There is no WAS 4.1. The latest release of the application server is version 4.03 (soon to be 4.04 -- in fact, imminently). The various "add-on" products for WAS like WebSphere Portal Server are named 4.1, but the base WAS is at version 4.03.
The ONLY development environment for WAS 4.03 that fully supports it is WebSphere Studio Application Developer (and also WebSphere Studio Application Developer Integration Edition).

I think I saw WAS 4.1 trial download in IBM
site. Does the latest support J2EE1.3/EJB2.0?

There is no WebSphere Application Server 4.1. The only things you could have seen that are numbered 4.1 were the add-on products (like commerce suite or WPS). What you probably saw was the WebSphere "Technology for Developers", which is an early alpha of WebSphere 5.0.
WebSphere Application Server 5.0 will support EJB 2.0 and J2EE 1.3 -- if you download WebSphere Technology for Developers you can preview that support today.
