Accessing one project from another

This is a 2 part question
1) Is it true, all I need do in order to access a file in another project is import via the classpath such that the project classpath must contain the appopriate EAR, JAR, or WAR so that the packages are visible.

2) If I update the project I'm accessing data from, will the project importing this know this. For example would it use an old JSP file, or the new one.
