Some plugins require plugin org.jdesktop.layout to be installed.

The plugin org.jdesktop.layout is requested in version 1.19.1.

The following plugin is affected: Web-CAT Electronic Submitter UI

Above is the message that appears when I try to install the Web-CAT plugin. Does anyone have input on how I go about fixing this issue?
