Can I override the Websphere Policy (WSDynamicPolicy)?

We are trying to get our permissions from an external source through JAAS. We have extended java.security.Policy, where we connect to our Authentication and Authorization Service to retrieve the permissions for a Subject. We have set the property policy.provider in the java.security file to this Policy implementation. But it doesn't work, we allways get Websphere's own Policy: WSDynamicPolicy.
I'm using WAS 5.0.2.
Can anybody help me out?
