Tomcat not extracting war file

I have a .war file that was deployed to a server in the \webapps folder.
Tomcat was stopped and restarted.
It should extract the files from the .war file when that is done.
But for some reason that is not happening.

The original application folder was deleted before restarting tomcat.

The server.xml file has the following configuration:


So, that's not the reason.

Any ideas on what could it be?

You mention deploying to the webapp folder, but have webapps in your config.  Is that just a typo in your post?

Sorry, it was a typo. Just fixed that in the original post.
It is the \webapps folder.
