Role of plugin-cfg.xml in custom appservers

i created appserver in websphere 5.0.2 under windows nt. after that i upgraded the plug-in. i deployed an application in the newly created appserver, but the status of that application is showing "unavailable" if i try to make it start its saying that application is deployed in another server. if it is that case why its showing here?
after starting the new server i need to c my app is running or not. which i culdn't able to do.
i hope there is some problem is related to configuring the server... in this case how its related to plugin-cfg.xml?
