How do we make default.jsp as initial first page instead of index.html to be shown when user enters a URL (http://localhost:9080/) in WebSphere. Do we need to make the changes while application deployment in either WebSphere Server or WSAD or both.

you need to make the changes to both. As the previous post suggests, you must make a modification to the web.xml file:
Just put the default.jsp in the welcome-file-list.
Note that this will work fine with WAS 5.0. WAS 4.0 has what I call a bug but IBM calls an 'enhancement' where it will not work if the welcome file is a .jsp file. If you are using 4.0 and have this problem you will need to use the WelcomeFileServlet. Just do a search.
