it is, i recommend Paint.NET, IMO it's a very good bridge between paint and Gimp--moderately complex, but has some really nice features that are easy to learn and there are free add-ins from their forum which extend the functionality of the tool.
also what you want to look at are free use images from the web, these are not just anything you find on the web, but will actually be marked as free use on the page you can download them from--there are many on various subjects. what they do for you is allow you nice art work that you can easily expand on.
one thing you will want to lean to use it "magic select" or "magic tool", what that will allow you to do is select, without error or halo effect, a region or color. this can be used for color replacement or deletion of backgrounds to make images with transparent backgrounds.
