Hi there,
I'm not sure about the UTC, but I have had the same problem with this message appearing. It may have occurred because you imported an "Existing Project into Workspace". Note the message at the top of the dialog which is key. It states that this "does not copy the project to the workspace".
When you start the test environment, it somehow fails to build the modules (Jars and/or Wars) that make up the Ear because the project you imported is not there. Instead, it is still in the original directory you selected when you did import "Existing Project into Workspace". When you are using WSAD, you can easily forget this because it looks like the referenced project is within your current workspace.
To get around this, make sure that you first copy the project into your local workspace directory before selecting import "Existing Project into Workspace".
Like I say I'm not sure if this a solution for the UTC problem, but it may well be worth double checking your projects just in case.
Kind regds,
Max

I'm moving this to the Websphere forum for further discussion.
