Japaneze localization

Here the the server application is developed in Java and ported on Websphere application server.
The server is residing on Linux m/c having localization set to japaneze.
The client is Windows Explorer which is used to upload the file on the server the client is running on windows os with
localization set to japeneze.
The communication between the client and server application is through WEBDAV protocol, which is an extention of HTTP protocol.
I am facing some problems,
1. On japanese OS try to create a folder.
2. Since OS is japanese default folder name is assigned in japanese which
system is not understanding
3. Also if files with japanese names tried to upload then they cannot be
uploaded.
 
With a little knowledge, a cast iron skillet is non-stick and lasts a lifetime.
