RMAN database recovery failed! SOS! Help!

I am stuck for 2 days. I am using Oracle 817 under windows2000. I have an oracle database instance "lujin", I use RMAN to backup the entire database under achivelog mode. The backup process gives me a file "B_01F7MH5K_1_1". Than I delete the database instance and create a new one with the same name "lujin". I want to import the previous data from tablespace "USERS". So I use RMAN to do the database recovery. The information is as follows:
RMAN> connect target internal/oracle;
RMAN> connect catalog rman/rman;
RMAN> create catalog tablespace SYSTEM;
RMAN> register database;
RMAN> run

3> allocate channel defaultchannel type disk format 'F:\ORACLE\ORADATA\LUJIN\%u_%s_%p';
4> sql 'alter tablespace USERS offline immediate';
5> restore tablespace USERS;
6> recover tablespace USERS;
