Applet problem( Applet notinited ) When I Use Tomcat

Here is my directory structure
testApp --> applet
--> WEB-INF --> Classes --> com
testApp is my web application under Tomcat. I created applet(app.class) and placed under "applet" folder. My HTML Page is directly under "testApp". I used the APPLET Tag mentioned below.
<applet code="app.class" codebase="/testApp/applet" name="nameapp">
It works fine. Then I moved the app.class to com folder and changed the APPLET Tag to
<applet code="app.class" codebase="/ccorp1/WEB-INF/classes/com" name="nameapp">
It gives an error "Applet nameapp notinited". What could be the problem ?. Does APPLET TAG can't read classes which are placed under WEB-INF Folder ?
Pls. help me in solving this problem.
