Is Tomcat started? You should see a Tomcat process in task manager if it is. If it's not running, start the service.

Is Tomcat configured to listen on port 8080? Check your server.xml file to verify.

Check the Tomcat logs. Are there any errors?

I have installed
"v5.5.17 Core Windows Executable"

and in server.xml file I mapped it to 8080

<!-- Define a non-SSL HTTP/1.1 Connector on port 8080 -->
<Connector
port="8080" maxHttpHeaderSize="8192"
maxThreads="150" minSpareThreads="25" maxSpareThreads="75"
enableLookups="false" redirectPort="8443" acceptCount="100"
connectionTimeout="20000" disableUploadTimeout="true" />
<!-- Note : To disable connection timeouts, set connectionTimeout value
to 0 -->

even though i am enable to run tomcat

If you installed it as a service, you can start it from the services menu.
If not look at Start -> All Programs -> Apache -> Tomcat -> Monitor Tomcat.

This puts an icon in your sys-tray which, when clicked, will open up a screen that can be used for starting and stopping Tomcat
