Hi
The best book on UML according to me is by its authors. UML User Guide by GRADY BOOCH, RUMBAUGH & JACOBSON. Once u are thru with it you can refer to UML - REFERENCE MANUAL by same authors. The User Guide is really an excellent one to tell you 100% about UML.

If you are new to uml , I think The Best Refrence to start with " Distilled UML " by Martin Fowler. Small , succinct but quite informative & covering all aspects of UML.
I tend to disagree on " UML user guide " book. I think it is more oriented towards RUP. Not covering entire UML.
Another thing is that You can download the UML 1.3 Specifications. You can study them. That is when you have finished Fowler's book.
Then I think you can go for Criag Larman's Epic Book.
