A Use Case is a single thing a user might want to do with the system from the viewpoint of the user (for example a use case for this forum could be called "post a reply to a thread"). It is used to identify the scope of a system, obviously most often at the beginning of a project.
http://www.objectmentor.com/resources/articles/Use_Cases_UFJP.pdf is a very good introduction
http://c2.com/cgi/wiki?UseCases has some interesting discussions on the subject.
