Can a newspaper article be used as a User Story ?
For instance I think there is enough here for several User Stories.

I think I don't get the point of your question. Could you please elaborate?

The report quite adequately describes an airline screening system.
And there are some specifics about it's new requirements - read user stories. I thought perhaps there is enough there to practise writing some User stories , design being the next step..
And it's a subject most people are interested in.

I guess one could practice writing user stories based on that article, but where's the feedback? If you don't have a Customer, how would you know whether the user story you suggested is worth anything to him?

Try getting some friends ( or class groups) for their opinions. It's a subject most flyers would be concerned about and affected by.
I think it could be a great way of thinking about and practising OO skills.
If you are doing BDUF at least you are thinking ahead and doing a pretty good job on the design hpefully. If you are interested in doing TDD and have a laptop handy, even better.
If you start thinking about the laws and ethics of the situation that will be good too. Computer systems succeed within social and political systems.
This way it's possible to recognise why some systems should never be built. A bonus.

The problem is that the value is not in the writing, but in the accompanied discussion.

Well a forum could be put to good use - unless you mean verbal face-to-face discussions. So even as an aid in supplementing teaching about OO would one be sceptical about it's use as a precursor to writing User stories ?

The User story writers may not know yet who their "real" Customers are.

They'd be relying on the proxy Customer for feedback ? Could be the barman !
