a member field that is not final is initialised to its default value, if it s declared final it must be initialised at declaration or in an initialiser block or the constructer.
local varaiables are not automaticly initialised, and so must be assigned a value before being used as a rvalue, if you never use the variable no problem, otherwise the compiler will complain the variable has not been initialised.

I would say its because IOException is a checked exception, and at no point does the try block attempt to throw one. Exception can catch unchecked exceptions like a divide by 0 which do not need to be declared to be thrown?
is that right?
