Thanks a lot, Scott.
Because limited time and energy, I have to make a choice, either IBM solution or Weblogic. Use one of this as a career break point. I also spent sometime reading on JDJ about these 2 server comparisons, It seems no conclusion about which one is right/wrong, preferable or not. There is not a clear conclusion which one is the winner neither at present or in the future.
Whatever, since IBM is a huge company which have a stronger support or background, I may decide to go for Websphere. Stick to one product first,get the chance to practice it and grasp it, the next step/direction really unpredictable. But I have got to make a choice.

When I add/specify "weblogicoci37.dll" to the PATH, the problem changed to the following:

This is what i have followed according to previous posted suggestions about the topic:
"connect to oracle8.1.7 database thru weblogic6.1 and EJB using a Oracle driver"
I use a oci jDriver for Oracle:
